ON MEASURES ON IMPLEMENTATION OF THE PROJECT \u201cASSESSMENT OF THE IMPACT OF FOOD SYSTEMS ON LAND USE AND LAND RESTORATION IN UZBEKISTAN\u201d WITH PARTICIPATION OF THE UNITED NATIONS FOOD AND AGRICULTURE ORGANIZATION AND <\/span>THE GLOBAL ENVIRONMENT FACILITY<\/span><\/strong><\/p>\n

In recent years, as a result<\/span>,<\/span> of large-scale works aimed at restoring degraded lands and ecological systems, protecting biodiversity and mitigating the negative effects of climate change, the area of protected areas has tripled and reached 14.2% of the total area of our country.<\/span><\/p>\n

In order to attract the attention of the international community to the sphere of ecology and environmental protection, prestigious international events <\/span>were held<\/span>,<\/span> in Samarkand, including the 21st meeting of the Committee to Review the Implementation of the UN Convention to Combat Desertification (CRIC-21).<\/span><\/p>\n

At present, urgent measures <\/span>are needed<\/span>,<\/span> to prevent and eliminate the negative consequences of climate change, desertification, land degradation, air pollution, and a sharp decline in biodiversity.<\/span><\/p>\n

1.<\/span>\u2003\u2003To take into account that:<\/span><\/p>\n

The Global Environment Facility (hereinafter – GEF) decided to allocate a grant in the amount of 5,992,661 USD for 5 years to finance the project (hereinafter – the Project) \u201cProgram for assessment of food systems impact on land use and land restoration in Uzbekistan\u201d;<\/span><\/p>\n

The Ministry of Ecology, Environmental Protection and Climate Change and the Ministry of Agriculture of the Republic of Uzbekistan have been identified<\/span>,<\/span> as executors and providing overall technical assistance for project implementation<\/span>;<\/span><\/p>\n

during<\/span> the project implementation period the office of the Food and Agriculture Organization of the United Nations in Uzbekistan (hereinafter – FAO) will act as the responsible executive body;<\/span><\/p>\n

take<\/span> note that the Project implementation is envisaged in the Republic of <\/span>Karakalpakstan<\/span>, <\/span>Kashkadarya<\/span> and <\/span>Khorezm<\/span> regions.<\/span><\/p>\n

2. To entrust the Ministry of Ecology, Environmental Protection and Climate Change and the Ministry of Agriculture of the Republic of Uzbekistan Within the framework of the project implementation additionally the following tasks:<\/span><\/p>\n

realization<\/span> of planning, coordination, management activities related to the project, maintenance of continuous monitoring, evaluation and preparation of project reports;<\/span><\/p>\n

control<\/span> over targeted and systematic grant spending under the Project, as well as preparation and approval of reports on spent and utilized funds;<\/span><\/p>\n

ensuring<\/span> effective public control over the Project implementation through quarterly publication on its official website of reports on the work done, expenditure and disbursement of funds, and information on the results achieved under the Project.<\/span><\/p>\n

3. the Ministry of Ecology, Environmental Protection and Climate Change together with the Ministry of Agriculture of the Republic of Uzbekistan:<\/span><\/p>\n

within<\/span> two weeks to sign an agreement on Project implementation with FAO office in Uzbekistan;<\/span><\/p>\n

within one month to approve in coordination with FAO Representation in Uzbekistan the number of local consultants – experts involved in the Project implementation on the basis of contracts and the amount of their salaries;<\/span><\/p>\n

to develop and approve the action plan for the Project implementation for 2024-2028 within two months in cooperation with interested ministries and agencies, the Council of Ministers of the Republic of <\/span>Karakalpakstan<\/span>, <\/span>khokimiyats<\/span> of <\/span>Kashkadarya<\/span> and <\/span>Khorezm<\/span> regions;<\/span><\/p>\n

To submit quarterly reports to the Ministry of Investment, Industry and Trade and the Cabinet of Ministers on the work done and disbursement of funds under the Project.<\/span><\/p>\n

4. To establish that:<\/span><\/p>\n

activities<\/span> related to the project are implemented on the basis of an agreement between the responsible ministries and FAO Representation in Uzbekistan;<\/span><\/p>\n

for implementation of activities related to the Project the GEF grant will be transferred in the amounts and terms approved by the annual budget of the Project through FAO Representation in Uzbekistan to the accounts of the relevant ministry opened in the Treasury Service Committee under the Ministry of Economy and Finance of the Republic of Uzbekistan;<\/span><\/p>\n

unutilized<\/span> GEF grant under the Project for the reporting year, as agreed with FAO Representation in Uzbekistan, will be fully transferred to the next year;<\/span><\/p>\n

procurement<\/span> at the expense of GEF grant is carried out openly and transparently on the basis of the Law of the Republic of Uzbekistan \u201cOn Public Procurement\u201d. At the same time, procurement outside the country <\/span>is carried out<\/span> in coordination with the FAO Representation in Uzbekistan;<\/span><\/p>\n

equipment<\/span>, devices and inventory purchased with the GEF grant are donated to local partner organizations after the end of the project implementation period;<\/span><\/p>\n

in<\/span> order to ensure timely and quality implementation of activities under the Project, to ensure openness and transparency of procurement procedures and periodic control over them, authorize the Ministry of Ecology, Environment and Climate Change and the Ministry of Agriculture to approve the \u201croad map(s)\u201d and establish interagency coordination councils and working groups.<\/span><\/p>\n

5. To recommend the National Television and Radio Company of Uzbekistan, the National News Agency of Uzbekistan and other mass media broadcast the activities related to the implementation of the resolution.<\/span><\/p>\n

6. To entrust the Minister of Ecology, Environmental Protection and Climate Change A.A. <\/span>Abduhakimov<\/span> and the Minister of Agriculture of the Republic of Uzbekistan I.Y. <\/span>Abdurakhmonov<\/span> with control over execution of this resolution.<\/span><\/p>\n
