ON MEASURES TO IMPLEMENT THE LAW OF THE REPUBLIC OF UZBEKISTAN \u201cON TECHNICAL REGULATION\u201d<\/span><\/strong><\/p>\n

In order to ensure the implementation of the Law of the Republic of Uzbekistan \u201cOn Technical Regulation\u201d the Cabinet of Ministers decides:<\/span><\/p>\n

1.<\/span>According to the Law of the Republic of Uzbekistan \u201cOn Technical Regulation\u201d:<\/span><\/div>\n
An expert commission in the field of technical regulation shall be established for examination of draft technical regulations, amendments and additions to them, as well as proposals for the abolition of existing technical regulations, as well as preparation of conclusions if there is a specially authorized state body and (or) competent republican executive authorities;<\/span><\/p>\n
It should be noted that in case of development of new technical regulations or amendments to existing ones, developers of technical regulations are obliged to provide relevant information (notifications) to Member States of the World Trade Organization (hereinafter – as WTO) and stakeholders through the Information Center.<\/span><\/p>\n<\/div>\n
\n
2.<\/span> Within the framework of the WTO Agreement on Technical Barriers to Trade (hereinafter – TBT), in order to perform the functions of information exchange and reporting on TBT issues, and therefore in the structure of the Institute of Standards of Uzbekistan Agency for Technical Regulation of Uzbekistan under the Cabinet of Ministers allocated 4 staff units within the established total number of employees, which in trade will create an information center on technical barriers (hereinafter – Information Center).<\/span><\/div>\n
The Information Center <\/span>should be assigned<\/span> the tasks of cooperation on information exchange with the WTO Secretariat, WTO Member States and other interested parties on the development, adoption and implementation of technical regulations and conformity assessment procedures in the Republic. <\/span><\/p>\n
The executive authorities should inform the WTO Secretariat and its member states on TBT issues in order to prepare a detailed response to requests received by them within the limits of their authority and ensure their submission to the Information Center together with the necessary information.<\/span><\/p>\n<\/div>\n
\n
3.<\/span>Implying the following:<\/span><\/div>\n
a) Provision on the expert commission in the field of technical regulation according to Annex 1:<\/span><\/p>\n
general<\/span> rules of formation of the expert commission;<\/span><\/p>\n
duties<\/span> and rights of the expert commission, duties and responsibilities of the commission members;<\/span><\/p>\n
organization<\/span> of activities of the expert commission, powers of the working bodies of the commission;<\/span><\/p>\n
the<\/span> procedure for expert examination of drafts of technical regulations under development, amendments and additions thereto, as well as proposals for repeal of technical regulations;<\/span><\/p>\n
b) To approve the Regulation on the Information Center on Technical Barriers to Trade pursuant to Annex 2:<\/span><\/p>\n
The main activity of the Information Center;<\/span><\/p>\n
Procedure for preparing and sending notifications to the WTO Secretariat and other interested parties<\/span>;<\/span><\/p>\n
Procedure for receiving, processing and discussing notifications on documents to be developed or <\/span>adopted<\/span>,<\/span> in the field of TBT from WTO member countries;<\/span><\/p>\n
Form of WTO TBT notification, instructions for its completion.<\/span><\/p>\n<\/div>\n
\n
4.<\/span>To make changes in some decisions of the Government of the Republic of Uzbekistan in accordance with Annex 3.<\/span><\/div>\n<\/div>\n
\n
5.<\/span>Some decisions of the Government of the Republic of Uzbekistan according to Annex 4 are invalid.<\/span><\/div>\n<\/div>\n
\n
6.<\/span>The control over the imp<\/span>lementation of this Decision<\/span> shall be assigned<\/span> to <\/span>the Deputy Prime Minister of the Republic of Uzbekistan J.A. <\/span>Khodjaev<\/span>.<\/span><\/div>\n
