ON MEASURES TO CREATE A PAYMENT SYSTEM FOR ENSURING CROSS-BORDER MONEY TRANSFERS<\/span><\/strong><\/p>\n

.<\/span><\/span><\/p>\n

In order to increase the efficiency of the money transfer system and the level of transaction transparency, minimize transactional (operational) risks and ensure stability, create necessary conditions in the financial and banking system for secure money transfers in the republic, as well as establish an effective mechanism for regular social support of citizens of the Republic of Uzbekistan abroad, the Cabinet of Ministers resolves:<\/span><\/p>\n

1. Approve the proposals of the Ministry of Employment and Labor Relations of the Republic of Uzbekistan and JSC “National Bank for Foreign Economic Activity of the Republic of Uzbekistan” (hereinafter – <\/span>Uznatsinbank<\/span>) to create a payment system “Unified Cross-Border Money Transfers” for the purpose of carrying out cross-border money transfers from foreign countries to the Republic of Uzbekistan.<\/span><\/p>\n

2. Establish that: <\/span><\/p>\n

The payment system “Unified Cross-Border Money Transfers” is created <\/span>on the basis of<\/span> the processing center of <\/span>Uznatsinbank<\/span>, acting as the operator of this system;<\/span><\/p>\n

cross-border transfers between individuals from foreign countries to the Republic of Uzbekistan are carried out at mutually beneficial rates through the payment system “Unified Cross-Border Money Transfers” along with other payment systems based on the voluntary choice of individuals through commercial banks of the Republic of Uzbekistan;<\/span><\/p>\n

The payment system “Unified Cross-Border Money Transfers” is a system platform that includes a number of hardware and software-technical tools, which carries out settlements for cross-border transfers through correspondent accounts for payment system participants (credit organizations);<\/span><\/p>\n

Uznatsinbank<\/span> performs the function of a settlement bank for cross-border transfers carried out through the payment system “Unified Cross-Border Money Transfers”<\/span>;<\/span><\/p>\n

JSC “Asia-Invest Bank” (Moscow) is one of the settlement banks in the territory of the Russian Federation for cross-border transfers carried out through the payment system “Unified Cross-Border Money Transfers”.<\/span><\/p>\n

3. <\/span>Uznatsinbank<\/span> shall develop and approve a unified tariff policy for cross-border money transfers and rules of interaction for all participants of the payment system “Unified Cross-Border Money Transfers” <\/span>within three months.<\/span><\/p>\n

4. <\/span>Uznatsinbank<\/span>, within the framework of organizing the activities of the payment system “Unified Cross-Border Money Transfers”:<\/span><\/p>\n

jointly with JSC “Asia-Invest Bank” (Moscow), complete all necessary technical and organizational work on creating the payment system “Unified Cross-Border Money Transfers” within six months, as well as work on ensuring open access for all participants, including foreign <\/span>payment<\/span> systems, for technological integration in accordance with the requirements of the legislation of the Republic of Uzbekistan and the Russian Federation;<\/span><\/p>\n

complete<\/span> the work on technological integration with commercial banks of the Republic of Uzbekistan into the payment system “Unified Cross-Border Money Transfers” within six months;<\/span><\/p>\n

jointly with JSC “Asia-Invest Bank” (Moscow), conduct negotiations and sign memorandums with interested foreign banks and foreign payment systems within three months on issues of organizing activities using the services of the payment system “Unified Cross-Border Money Transfers”, as well as on reducing tariffs and commission fees for transfers;<\/span><\/p>\n

jointly with JSC “Asia-Invest Bank” (Moscow), develop and implement within six months a project to provide loans to cover employment expenses for citizens of the Republic of Uzbekistan working in the Russian Federation, based on scoring analysis conducted using data generated by the payment system “Unified Cross-Border Money Transfers”.<\/span><\/p>\n

5. <\/span>Recommend commercial banks of the Republic of Uzbekistan to use the payment system “Unified Cross-Border Money Transfers” along with other payment systems when providing banking services for cross-border money transfers.<\/span><\/p>\n

6. <\/span>Control over the implementation of this resolution <\/span>shall be assigned<\/span> to the Deputy Prime Minister of the Republic of Uzbekistan for Finance, Economy and Poverty Reduction – Minister of Economic Development and Poverty Reduction J.A. <\/span>Kuchkarov<\/span> and the Chairman of the Board of the Joint-Stock Company “National Bank for Foreign Economic Activity of the Republic of Uzbekistan” A.K. <\/span>Mirsoatov<\/span>.<\/span><\/p>\n
