In Uzbekistan, entrepreneurs are considered the backbone of the economy, and the business environment is becoming increasingly favorable. Support is provided to both individual entrepreneurs in mahallas and large projects, which leads to increased interest and involvement in business.<\/span><\/p>\n

The main factor in this is the approach in which measures are taken based on proposals from the entrepreneurs themselves, based on the demands of the time.<\/span><\/p>\n

On August 20 of this year, the traditional open dialogue between the President and entrepreneurs took place. Based on the problems and proposals discussed, measures were developed to strengthen the legal protection of entrepreneurs and streamline inspections.<\/span><\/p>\n

It is envisaged that from January 1, 2025, only one measure of responsibility will be provided for one offense. In particular, it is planned to abolish the fine for doing business without registering as an individual entrepreneur.<\/span><\/p>\n

It is also proposed to abolish administrative liability for violations of the rules for digital labeling and display of fiscal tags, as well as for concealing the number of employees.<\/span><\/p>\n

From March 1, 2025, in order to facilitate the resolution of disputes, a procedure for a partial refund of the state fee will be introduced if the case in court is completed by agreement of the parties.<\/span><\/p>\n

A list of bodies authorized to exercise control over the activities of entrepreneurs, as well as their areas of control, will be approved. Inspections not provided for in this list will be prohibited. All inspections of entrepreneurs will be registered in the \u2018\u2018Unified State Control\u2019\u0454 information system with mandatory notification of the Business Ombudsman.<\/span><\/p>\n

From January 1, 2025, inspections will be carried out on the basis of the \u2018\u2018Risk Analysis\u2019\u2019 electronic system with the division of entrepreneurs into three categories. For this purpose, the \u2018\u2018State Audit\u2019\u2019 information system of the Accounts Chamber will be integrated with the \u2018\u2018Unified State Control\u2019\u2019 system of the Business Ombudsman for unified reporting.<\/span><\/p>\n

The presentation also discussed issues of preventing illegal inspections, as well as improving the qualifications of inspectors of control bodies.<\/span><\/p>\n

The head of state gave instructions on the legal improvement of these measures and ensuring their fair application in practice.<\/span><\/p>","protected":false},"excerpt":{"rendered":"
