Until recently, the Sergeli district was considered the outskirts of the capital, and its residents were forced to commute to the city center for work, income, recreation, and healthcare.<\/p>\n<p>Today, the district&#8217;s environment and lifestyle have changed dramatically. Over the past ten years, new residential buildings with 30,000 apartments, as well as industrial, retail, and service facilities with a total area of \u200b\u200b2 million square meters, have been built there.<\/p>\n<p>The number of entrepreneurs has increased from 2,500 to 6,200. Budget revenues generated in the district have increased from 382 billion soums to 2.2 trillion soums, an increase of 5.5 times. Five large recreation areas and parks have been opened for residents.<\/p>\n<p>With the addition of 13 mahallas from the Tashkent region, the territory of the Sergeli district has expanded by 1,800 hectares, reaching 5,600 hectares. A 9-kilometer road connecting the district with other areas and the city center has been built, along with a new metro line with eight stations.<\/p>\n<p>The number of school places has increased from 25,000 to 38,500, and kindergarten places from 7,500 to 15,500. Fifty public and private clinics have been established.<\/p>\n<p>At the same time, it was noted that many issues remain to be addressed regarding the improvement of transport, road, energy, water, and sewer infrastructure.<\/p>\n<p>Preliminary census results clearly show the real situation in the Sergeli district. Previously, the district&#8217;s population was estimated at 181,000, but the census revealed that the actual population is approximately 236,000. The district governor and responsible officials have been tasked with effectively using these funds and implementing plans to increase added value by 2-3 times.<\/p>\n<p>This year, the capital&#8217;s districts are expected to implement investment projects totaling $9 billion. The Sergeli District itself has attracted $236 million in investment over the past five months. By the end of the year, it is planned to attract another $750 million through the launch of 60 projects.<\/p>\n<p>It was noted that in the capital, the land issue remains the main obstacle to the placement of industrial projects. Therefore, it was instructed to allocate sites for 12 districts of the capital in the Yangi Avlod industrial zone, and to implement a system whereby indicators for investment, industry, jobs, exports, and budget revenues will be assigned to the district that initiated the project.<\/p>\n<p>The meeting also discussed the experience of organizing retail and service facilities under elevated metro lines. Under this approach, the state auctions off the land use rights, prepares the design and infrastructure, and then entrepreneurs carry out the subsequent work.<\/p>\n<p>If such work is completed on the additional 8.5 kilometers of metro line in the Sergeli district, 137 retail and service facilities will be built, 1,000-1,500 jobs will be created, and the district budget will receive an additional 20-25 billion soums.<\/p>\n<p>Overall, the implementation of such projects on the 23-kilometer section of the elevated metro line running through the Yashnabad, Sergeli, and Yangihayot districts will allow an additional 400 entrepreneurs to start businesses and create 3,000 jobs.<\/p>\n<p>In the Sergeli district, a new practice has been launched: auctioning land as a complete package\u2014complete with construction permits, architectural planning specifications, and a project design. The head of state emphasized the need to expand this practice not only to land plots but also to state-owned properties and industrial zones for sale.<\/p>\n<p>The 13 mahallas (neighborhoods) annexed to the Sergeli district from the Tashkent region six years ago contain 14,500 houses, home to over 50,000 people. However, residents of these areas have yet to fully experience the urban environment.<\/p>\n<p>In these mahallas, 629 reinforced concrete poles have been installed for lighting, and cables have been laid. However, the fact that the system has not yet been launched has been criticized. Those responsible have been instructed to resolve this issue within ten days. The goal has also been set to fully connect these mahallas to the sewer network by the end of the year.<\/p>\n<p>Due to the growing number of residents and businesses in the Sergeli district, annual electricity demand has increased by 40 percent over five years. It has been noted that in some mahallas, grid voltage is 1.5-2 times lower than normal.<\/p>\n<p>A total of 107 billion soums has been allocated for the commissioning of the Prigorod, Uzgarish, and Kumarik substations. Those responsible have been instructed to launch these facilities within the established timeframe and ensure a guaranteed power supply to the population.<\/p>\n<p>Overall, it was emphasized that no unresolved issues with electricity, water, sewerage, or roads should remain in the 46 mahallas transferred to the Bektemir, Mirzo-Ulugbek, Sergeli, Yashnabad, and Yangihayot districts of the capital.<\/p>\n<p>Another issue that concerns residents of the Sergeli and Yangihayot districts is the unpleasant odor around the wastewater treatment plant. Responsible officials have been instructed to install modern filtration devices at the wastewater treatment facility by September 1 and eliminate this problem.<\/p>\n<p>Starting next year, construction of a modern wastewater treatment plant with a capacity of 300,000 cubic meters will begin in the Kuyichirchik district in conjunction with partners from the United Arab Emirates. This will significantly reduce the load on the wastewater treatment plant in Sergeli.<\/p>\n<p>This year, traffic safety regulations on 23 kilometers of main roads in the Sergeli district are being reviewed to improve public convenience. 455 smart traffic lights will be installed at intersections, 150 bus stops will be renovated, and 10,000 parking spaces will be created.<\/p>\n<p>Next year, a 5.5-kilometer BRT bus lane is planned for construction on Yangi Sergeli Street. It will connect to Shota Rustaveli Street. The need to expedite the construction of a new bridge on the Tashkent Ring Road, which will connect the Sergeli, Bektemir, and Yangihayot districts with other parts of the capital, was noted.<\/p>\n<p>Another issue that concerns residents of the Sergeli and Yangihayot districts is the unpleasant odor around the wastewater treatment plant. Most of them want to leisurely stroll to historical monuments, parks, markets, cafes, restaurants, and tourist neighborhoods.<\/p>\n<p>This requires road signs, convenient routes, and digital maps. Responsible officials have been instructed to install city route maps for tourists at bus stops, train stations, the airport, and metro stations, which can be downloaded free and easily to phones.<\/p>\n<p>A shortage of public restrooms for visitors and residents going for walks was also noted. A separate program has been developed within a month and land plots for the construction of 15-20 modern restrooms in each district will be auctioned off this year. Measures will also be taken to significantly increase the number of waste bins.<\/p>\n<p>Some schools in the Sergeli district are operating at 1.5-2 times their capacity. A project for the construction of a new type of school, which would double the number of student places, was proposed at the meeting.<\/p>\n<p>According to the new project, the gym, cafeteria, and workshop will be located in the basement, while the upper floors will be used as classrooms. This year, the plan is to implement this approach in one school and one kindergarten in each district of Tashkent, creating a &#8220;metropolitan experience.&#8221;<\/p>\n<p>Work has begun in the capital to create 12 artificial lakes to create a cool microclimate for residents and tourists. Three of these will be built in the Sergeli district \u2013 in the Kushkurgan, Sultonobod, and Farogatli mahallas, covering a total area of \u200b\u200b22 hectares.<\/p>\n<p>The goal is to transform these lakes into places that will contribute to the capital&#8217;s moderate climate, as well as to recreational opportunities. It was also noted that concrete pouring has begun on a 5-kilometer section of the Zhun Canal, which runs through the Sergeli and Yangikhayotsky districts. The khokims of these districts have been instructed to establish a walking area and a health trail along the canal by the end of the year.<\/p>\n<p>The meeting also discussed the creation of a capital-wide model for ensuring a safe environment in mahallas. It was noted that assigning republican leaders to the capital&#8217;s districts is yielding results.<\/p>\n<p>Over the past six months, not a single crime was committed in 230 mahallas, and crime has decreased sharply in 332 mahallas. The number of mahallas with alarming crime rates has decreased from 60 to 23. This demonstrates the effectiveness of new approaches to ensuring public safety in the city.<\/p>\n<p>The Sergeli District has also seen positive results in creating a safe environment. Twenty-nine mahallas, previously assessed as having a difficult crime situation, have been moved into the &#8220;green&#8221; category. No crimes were committed in 17 mahallas.
