Small and micro hydropower plants play an important role in supplying electricity to remote areas, reducing grid losses and attracting private investment.<\/p>\n<p>In accordance with a separate resolution adopted last year, around 3,000 small and micro hydropower plants with a total capacity of 164 megawatts are planned to be built with private-sector participation.<\/p>\n<p>To date, 64 facilities with a total capacity of 41.6 megawatts have been commissioned, accounting for only a quarter of the planned capacity. Of the nearly 3,000 planned projects, initiators have been identified for only 932. The low pace of utilization of $150 million in concessional financing provided with the participation of the World Bank was also noted.<\/p>\n<p>It was noted that entrepreneurs and investors still have a number of questions regarding the conditions for constructing power plants and selling the electricity generated.<\/p>\n<p>In this regard, it was proposed that, alongside the initial project cost, auctions should establish a minimum electricity purchase tariff and differentiate it depending on the plant\u2019s capacity. This will help address the issue of projects won at a \u201czero\u201d price but never implemented, while creating clear and stable conditions for investors.<\/p>\n<p>In addition, the design and construction of micro hydropower plants with a capacity of up to 100 kilowatts will be carried out under a simplified procedure. The construction of small and micro hydropower plants at water-management facilities for their own needs will also be permitted without an auction.<\/p>\n<p>A digital platform covering all processes \u2014 from identifying suitable sites for projects to commissioning and operating facilities \u2014 will be introduced. In addition, unified methodological guidelines for design, construction and operation, as well as procedures for implementing projects with private-sector participation, will be developed.<\/p>\n<p>Another pressing issue is the sector\u2019s high dependence on imports. Currently, 90 percent of the hydro units and components required for small and micro hydropower plants are imported.<\/p>\n<p>In this regard, the importance of drawing on the experience of Uzbekhydroenergo JSC, which has built 46 small and micro hydropower plants, was emphasized, as was the need to provide entrepreneurs with comprehensive services covering design, construction and installation works, and equipment supply. A specific list of hydro units and components suitable for localization will be prepared. Relevant proposals will be presented to entrepreneurs and investors.<\/p>\n<p>The total length of the country\u2019s river and canal network exceeds 173,000 kilometers. The presentation highlighted the significant potential for constructing small and micro hydropower plants on concrete-lined canals. Relevant agencies were instructed to conduct a comprehensive inventory of such facilities and identify reserves for implementing additional projects.<\/p>\n<p>Overall, by 2030, the capacity of such plants is planned to reach 204.8 megawatts, with annual generation of 620 million kilowatt-hours of clean electricity. This will provide 350,000 households with green energy, save 187 million cubic meters of natural gas annually and prevent emissions of 311,000 tonnes of carbon dioxide.<\/p>\n<p>In addition, starting from the new academic year, a dual education system will be introduced to train highly qualified specialists in small-scale green energy. Energy enterprises, including small hydropower facilities, will serve as practical training bases for students.<\/p>\n<p>The head of state gave the responsible officials specific instructions to accelerate the implementation of planned projects, attract private investment to the sector on a broad scale, ensure the effective use of financial resources, localize equipment and train qualified personnel.","protected":false},"excerpt":{"rendered":"<p>President Shavkat Mirziyoyev reviewed a presentation on further measures to develop the network of small and micro hydropower plants, the press service of the head of our state reports.
