Major projects have been implemented to create new generation capacity, develop renewable energy sources, and modernize power grids. As a result of the reforms, the total capacity of solar and wind power plants has exceeded 6.3 gigawatts. The number of hydropower plants has surpassed 100, while their total capacity has approached 2.5 gigawatts. The expanded use of renewable energy sources is resulting in significant annual savings in natural gas consumption.<\/p>\n<p>By 2030, the country aims to increase the size of its economy to $300 billion, while the population is expected to exceed 41 million. Electricity consumption in the industrial sector alone is projected to increase from 38 billion to 53.5 billion kilowatt-hours by 2030. The development of electric transport and data centers will also place an additional burden on the power system.<\/p>\n<p>In this regard, the need was emphasized to develop generation capacity ahead of the growth in demand, increase the capacity of electricity grids, and maintain sufficient reserve capacity.<\/p>\n<p>According to the plan, by 2030 the country\u2019s generation capacity will be increased to 46.1 gigawatts, enabling annual electricity generation of around 129 billion kilowatt-hours. By 2035, generation capacity is expected to reach 57.2 gigawatts, while annual electricity generation will increase to 154.7 billion kilowatt-hours.<\/p>\n<p>Various scenarios for the growth of electricity consumption were considered during the presentation.<\/p>\n<p>According to calculations, under a moderate growth scenario, the necessary balance between electricity generation and demand will be maintained through 2030. However, if the economy, industry, electric transport, and digital infrastructure develop at an accelerated pace, additional generation capacity will be required.<\/p>\n<p><a href=\"http:\/\/invest-in-uzbekistan.org\/wp-content\/uploads\/237147a7-f074-3b5f-05ed-247c781f978f_lists_slider_.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-17407\" src=\"http:\/\/invest-in-uzbekistan.org\/wp-content\/uploads\/237147a7-f074-3b5f-05ed-247c781f978f_lists_slider_.jpg\" alt=\"\" width=\"1900\" height=\"1266\" srcset=\"https:\/\/invest-in-uzbekistan.org\/wp-content\/uploads\/237147a7-f074-3b5f-05ed-247c781f978f_lists_slider_.jpg 1900w, https:\/\/invest-in-uzbekistan.org\/wp-content\/uploads\/237147a7-f074-3b5f-05ed-247c781f978f_lists_slider_-300x200.jpg 300w, https:\/\/invest-in-uzbekistan.org\/wp-content\/uploads\/237147a7-f074-3b5f-05ed-247c781f978f_lists_slider_-1024x682.jpg 1024w, https:\/\/invest-in-uzbekistan.org\/wp-content\/uploads\/237147a7-f074-3b5f-05ed-247c781f978f_lists_slider_-768x512.jpg 768w, https:\/\/invest-in-uzbekistan.org\/wp-content\/uploads\/237147a7-f074-3b5f-05ed-247c781f978f_lists_slider_-1536x1023.jpg 1536w, https:\/\/invest-in-uzbekistan.org\/wp-content\/uploads\/237147a7-f074-3b5f-05ed-247c781f978f_lists_slider_-254x169.jpg 254w\" sizes=\"auto, (max-width: 1900px) 100vw, 1900px\" \/><\/a><\/p>\n<p>The President emphasized the need to develop energy-sector plans taking into account the high rate of economic growth and to ensure that sufficient reserve capacity is consistently available.<\/p>\n<p>Based on this, proposals were considered to construct additional wind power plants and energy storage systems, as well as to accelerate the implementation of solar and wind energy projects.<\/p>\n<p>At the same time, the need to review a number of projects with low economic efficiency, no clearly identified sources of financing, or prolonged implementation periods was noted. The key criteria for selecting new generation capacity should include not only capacity, but also the cost of electricity generation, the possibility of connecting to the grid, compatibility with energy storage systems, and the impact on the overall energy balance.<\/p>\n<p>As the share of renewable energy sources increases, the importance of energy storage systems is also growing.<\/p>\n<p>Such systems make it possible to store electricity generated by solar and wind power plants during the daytime and feed it into the grid during peak evening demand. This reduces the need to burn additional gas at conventional power plants and enhances the overall resilience of the power system.<\/p>\n<p>At present, 26 projects for the development of energy storage systems with a total capacity of 4.2 gigawatts have been formed, 17 of which are currently under implementation. It was proposed to develop additional projects in this area through 2030.<\/p>\n<p>Alongside increasing generation capacity, the President emphasized the need to develop main transmission grids and substations in advance to ensure the transmission of electricity to consumers.<\/p>\n<p>By 2030, it is planned to construct nine new 220-kilovolt substations and seven 500-kilovolt substations, as well as nearly 5,000 kilometers of new power transmission lines. This will enable new power plants to be connected to the power system and expand energy exchange between regions.<\/p>\n<p>In particular, a number of strategically important 500-kilovolt transmission lines and new substations are scheduled to be commissioned in 2027\u20132029. The presentation separately reviewed the progress of their construction, financing issues, and measures to address existing delays.<\/p>\n<p>The meeting also discussed the creation of new infrastructure for the digital economy by leveraging the significant potential for renewable energy development in Karakalpakstan.<\/p>\n<p>It was proposed to connect prospective wind power plants in the region with data centers with a capacity of 1 gigawatt by constructing a new substation and 220-kilovolt transmission lines. This infrastructure will enable the integration of new data centers into the power system, attract high-tech investment, and make effective use of the region\u2019s existing energy potential.<\/p>\n<p>The presentation paid particular attention to proposals for fundamentally transforming the system for developing and implementing investment projects in the sector.<\/p>\n<p>In practice, in many cases, a project begins with an investor\u2019s initiative. Issues related to land allocation, grid connection, technical conditions, tariffs, and investment agreements are coordinated separately with various government agencies. This results in delays, duplication of functions among agencies, and insufficient consideration of the power system\u2019s needs in individual projects.<\/p>\n<p>In this regard, a new management model was proposed.<\/p>\n<p>Going forward, energy projects will primarily be developed based on the prospective needs of the economy, population, and regions. Demand will be determined first, after which the required generation capacity and infrastructure facilities will be planned. Projects will be developed with the land plot, grid connection point, and technical solutions determined in advance, while investors will be selected through an open and competitive process.<\/p>\n<p>The responsibilities and areas of authority of each government agency will also be clearly defined. The Ministry of Economy and Finance will develop demand forecasts, the Ministry of Energy will be responsible for strategic planning and technical policy, while the Agency for Development and Regulation of the Energy Market will regulate market relations and tariffs. Government agencies responsible for investment will attract investors through open tenders, while local authorities will address issues related to land plots and the necessary infrastructure.<\/p>\n<p>It was also proposed to develop accurate forecasts of energy resource demand by region and sector and, on this basis, adopt annually updated three-year investment plans. This will allow for the coordinated and timely planning of the development of generation capacity, electricity grids, and the necessary infrastructure.<\/p>\n<p>In the long term, it is planned to develop a concept for ensuring the country\u2019s fuel and energy resources through 2050. The concept will comprehensively take into account national resource potential, demographic and economic growth, improvements in energy efficiency, the development of renewable and nuclear energy, as well as energy security issues.
