UzLiDeP endorsed Shavkat Mirziyoyev as\u00a0a\u00a0presidential candidate in\u00a0the upcoming early presidential elections, “Gazeta.uz” reports<\/a>. In\u00a0his programme, he\u00a0spoke of\u00a0\u201cmegaprojects\u201d in\u00a0industry, the creation of\u00a0the National Social Protection Agency, an\u00a0increase in\u00a0car production to\u00a01 million, and more.<\/strong><\/span><\/p>\n

The Movement of\u00a0Entrepreneurs and Businessmen\u00a0\u2014 Liberal Democratic Party (UzLiDeP) announced on\u00a0May 30 at\u00a0its 11th congress had endorsed Shavkat Mirziyoyev, the incumbent president of\u00a0Uzbekistan, as\u00a0its candidate. This was\u00a0announced\u00a0<\/a>by\u00a0the party\u2019s press service.<\/span><\/p>\n

The President\u00a0outlined\u00a0<\/a>the five key priorities of\u00a0his election campaign in\u00a0a\u00a0speech that was reported by\u00a0Istochnik, a\u00a0Telegram channel with close ties to\u00a0the presidential administration.<\/span><\/p>\n

Education and healthcare<\/strong><\/span><\/h3>\n

The president announced plans to\u00a0launch 50 joint education programmes and a\u00a0\u201cdual degree system\u201d with top-ranked universities worldwide.<\/span><\/p>\n

\n

In\u00a0addition, he\u00a0also said that the state would fund 500 scholarships for talented youth to\u00a0study abroad in\u00a0fields such as\u00a0biotechnology and artificial intelligence.<\/span><\/p>\n<\/blockquote>\n

He\u00a0pledged to\u00a0attract foreign language teachers from overseas for all schools in\u00a0the country to\u00a0create conditions in\u00a0the sphere of\u00a0mastering foreign languages within the next 7 years and allocate 200 billion soums annually for this initiative.<\/span><\/p>\n

He\u00a0said that science and innovation would receive 1 billion soums in\u00a0funding over the next seven years.<\/span><\/p>\n

In\u00a02023, 390,000 students graduated from school, and 700,000 children will go\u00a0to\u00a0the first grade. In\u00a0the next few years, that number will increase to\u00a01 million.<\/span><\/p>\n

\u201cThis, of\u00a0course, requires us\u00a0to\u00a0mobilise more energy and resources. Therefore, we\u00a0will be\u00a0launching new programmes to\u00a0bring pre-school and school education to\u00a0a\u00a0higher level. First, by\u00a02030, the need for pre-school education will be\u00a0fully covered and coverage will reach 100%. At\u00a0the same time, the cost of\u00a0building kindergartens will be\u00a0completely tax-deductible for manufacturing companies. Also, a\u00a010-year loan at\u00a0the rate of\u00a07% will be\u00a0provided for this purpose. As\u00a0a\u00a0result, an\u00a0additional 2,000 kindergartens will be\u00a0built by\u00a02030,\u201d he\u00a0said.<\/span><\/p>\n<\/blockquote>\n

The cost of\u00a0kindergarten for children from low-income families will be\u00a0covered by\u00a0the state. This benefit will apply even if\u00a0the child attends a\u00a0private kindergarten.<\/span><\/p>\n

\u201cOur kindergartens and schools will be\u00a0fully supplied with filtered drinking water. Bread products enriched with protein, vitamins and minerals, milk and iodine will be\u00a0provided in\u00a0pre-school educational institutions. In\u00a0order to\u00a0accustom our children to\u00a0modern technologies from an\u00a0early age, each kindergarten will be\u00a0equipped with a\u00a0computer class,\u201d Shavkat Mirziyoyev said.<\/span><\/p>\n

The president said that 2.5 million more school places would be\u00a0created and the education quality would be\u00a0improved drastically in\u00a0the next seven years. He\u00a0said that this would be\u00a0achieved through the \u201c500,000-student places per year\u201d programme.<\/span><\/p>\n<\/blockquote>\n

He\u00a0stressed that knowledge, education and upbringing would be\u00a0the main priorities of\u00a0New Uzbekistan. He\u00a0promised to\u00a0provide all the necessary conditions and opportunities for the youth to\u00a0realise their potential and talents.<\/span><\/p>\n

He\u00a0recalled that six or\u00a0seven years ago, thousands of\u00a0patients were waiting for months to\u00a0access hemodialysis and oncohematology services, and thousands of\u00a0children with hearing impairment, heart defects and genetic diseases were not getting timely special medical care.<\/span><\/p>\n

\u201cWe\u00a0have initiated major medical reforms. As\u00a0a\u00a0result, the situation has changed dramatically. Now we\u00a0have enough modern hospitals, qualified specialists and funds to\u00a0treat these patients. However, we\u00a0still have a\u00a0lot of\u00a0work to\u00a0do\u00a0to make our people satisfied with the healthcare system,\u201d he\u00a0said.<\/span><\/p>\n

The candidate promised to\u00a0raise life expectancy in\u00a0Uzbekistan from the current 73 to\u00a078 in\u00a0the future.<\/span><\/p>\n<\/blockquote>\n

For this purpose, he\u00a0said that by\u00a02030, maternal and infant mortality and genetic diseases among children would be\u00a0halved, and premature deaths from cancer, cardiovascular diseases, diabetes, respiratory and infectious diseases would be\u00a0reduced by\u00a02.5 times.<\/span><\/p>\n

He\u00a0said that medical care would reach 120,000 cancer patients, 350,000 diabetes patients and 1.5 million cardiovascular patients.<\/span><\/p>\n

\u201cWe\u00a0will establish 100% treatment of\u00a0hepatitis C\u00a0at\u00a0the expense of\u00a0the state. We\u00a0will achieve a\u00a0sharp decline in\u00a0the incidence of\u00a0tuberculosis from the current 34 per 100,000 population (it\u00a0was 43 in\u00a02016). At\u00a0the same time, starting next year, the population will be\u00a0provided with a\u00a0guaranteed medical package consisting of\u00a0treatment for the 10 most common diseases and six medical services free of\u00a0charge,\u201d he\u00a0said.<\/span><\/p>\n<\/blockquote>\n

To\u00a0save the lives of\u00a0cancer patients, stem cell transplantation will be\u00a0launched in\u00a0the country for the first time, the cost for treatment of\u00a0children from low-income families will be\u00a0fully covered by\u00a0the state, the incumbent president said.<\/span><\/p>\n

\u201cIn\u00a0the coming years, we\u00a0will continue to\u00a0provide 7 types of\u00a0vitamins, iodine and folic acid free of\u00a0charge to\u00a0pregnant women and women of\u00a0child-bearing age. Another important innovation is\u00a0that the healthcare system will be\u00a0completely digitalised and a\u00a0health insurance system will be\u00a0introduced,\u201d he\u00a0assured.<\/span><\/p>\n

He\u00a0said the state would commit to\u00a0treating 5,000 children with heart defects and 10,000 infants with high risk of\u00a0visual impairment free of\u00a0charge each year.<\/span><\/p>\n

The annual medical budget is\u00a0to\u00a0be doubled to $6 billion by\u00a02030.<\/span><\/p>\n

Social welfare<\/strong><\/span><\/h3>\n

The share of\u00a0funds allocated to\u00a0social welfare in\u00a0GDP has been increased by\u00a0a\u00a0factor of\u00a02.5, from 0.9% in\u00a02016 to\u00a02.2% in\u00a02022.<\/span><\/p>\n

\n

\u201cHowever, social protection is\u00a0limited to\u00a0handing out money. In\u00a0fact, the task of\u00a0the system should be\u00a0to\u00a0help people get out of\u00a0difficult situations and secure their place in\u00a0society. For example, we\u00a0have 9 million people in\u00a030 categories who are in\u00a0a\u00a0difficult situation. These are people with disabilities, elderly people living alone, people who have lost their breadwinner, women who are victims of\u00a0domestic violence. Therefore, we\u00a0will completely revise the social services,\u201d he\u00a0said.<\/span><\/p>\n<\/blockquote>\n

The president announced plans to\u00a0reform the social sector by\u00a0consolidating all the social services that are currently scattered among six ministries. He\u00a0said that a\u00a0National Social Protection Agency<\/strong>\u00a0would be\u00a0created and that at\u00a0least 10% of\u00a0its staff would be\u00a0people with disabilities.<\/span><\/p>\n

He\u00a0also said that professional social workers would be\u00a0deployed in\u00a0each mahalla to\u00a0provide targeted social services.<\/span><\/p>\n

\u201cA\u00a0separate ‘social file’ will be\u00a0opened for each family who is\u00a0in a\u00a0difficult situation or\u00a0at\u00a0high risk. For these families, social services such as\u00a0improvement of\u00a0conditions, treatment, delivery of\u00a0medicines, placement of\u00a0children in\u00a0kindergarten and school, and financial assistance will be\u00a0provided. Families in\u00a0more difficult situations will also receive psychological support. \u201cThe social file will be\u00a0closed only after the quality of\u00a0life of\u00a0such families has really changed for the better,\u201d the UzLiDEP candidate assured.<\/span><\/p>\n<\/blockquote>\n

Economy<\/strong><\/span><\/h3>\n

The president set the second goal of\u00a0doubling the country\u2019s GDP to $160 billion by\u00a02030. He\u00a0said that GDP per capita would rise from $2,200 to $4,000 and that Uzbekistan would become an\u00a0\u201cupper middle-income country\u201d. He\u00a0said that the main focus would be\u00a0on\u00a0developing a\u00a0technology-based industry and increasing labour productivity from $12,500 to $25,000 per employee.<\/span><\/p>\n

Shavkat Mirziyoyev\u00a0announced\u00a0<\/a>that four prestigious foreign companies would start their projects by\u00a02030 and that car production would reach 1 million units per year, including 300,000 electric cars.<\/span><\/p>\n<\/blockquote>\n

He\u00a0said that major projects worth $115 billion would be\u00a0launched with foreign partners, especially \u201cstrategic megaprojects\u201d in\u00a0the next few years.
