Measures aimed at improving foreign economic activity

The President of the Republic of Uzbekistan signed the Resolution “On measures for further improvement of administrative procedures in the implementation of foreign economic activity”, in order to further improve administrative procedures in the implementation of foreign economic activity, and improve the business environment.

In accordance with the Decree, measures are defined and instructions are given to improve the implementation of foreign economic activity.

Thus, by January 1, 2021, the customs information system “Single Window” should be implemented, which meets the principles for creating a “one-stop shop” mechanism developed by the UN Center for Trade Facilitation and Electronic Business Operations.

Also, by October 1, 2019, measures will be taken to:

abolishing excessive administrative barriers and duplicating functions of state bodies;
introduction of a full-fledged risk management system, taking into account the correlation of government spending with the obtained or expected effect in conditions of limited resources;
the wide application of the customs regime “processing in the customs territory”;
reduction of cases of customs inspection with physical opening of packaging of goods.
Also, the State Customs Committee of the Republic of Uzbekistan and the Ministry of Transport are tasked to create and ensure:

functioning at customs posts of an automatic system for calculating the fare for heavy and oversized vehicles on public roads of the Republic of Uzbekistan;
the maximum period of stay of vehicles at customs posts by introducing an automated system of fixing the time of arrival and departure of each unit of the vehicle;
setting exhaustive deadlines (in minutes) for passing the border, customs, sanitary and quarantine, phytosanitary control and veterinary supervision, fixing the time of entry into the territory of the customs post and exit, as well as the elimination of duplicate control functions.
In addition, the requirement on the application of participants of foreign economic activity with an application not less than 30 days prior to export for registration of a veterinary permit, phytosanitary and veterinary certificates, as well as the period for issuing a quarantine permit and an environmental certificate shall not be exceeded 5 working days from the date of application for their receipt with the application of documents stipulated by law.
