Ensuring openness and transparency of public administration and statistical data

President of the Republic of Uzbekistan Shavkat Mirziyoyev signed the Resolution “On Additional Measures to Ensure the Openness and Transparency of Government, as well as Increase the Statistical Capacity of the Country”, which is aimed at openness and transparency of government, strengthening the image and investment attractiveness of the country.

According to the Resolution, the portal of open data of the republic operates within the framework of the Governmental portal of Uzbekistan, which provides individuals and legal entities with access to information with the possibility of its multiple, free and free use.

The Cabinet of Ministers of Uzbekistan, jointly with the State Statistics Committee, before July 1, 2019 should develop a draft law providing for the establishment of administrative responsibility for violation of the procedure for publishing and updating information on the portal.

Heads of state organizations will be personally responsible for the usefulness, accuracy, timeliness of the formation and updating of information published on the portal.

Goskomstat Together with the Agency of Information and Mass Communications under the Presidential Administration of the Republic of Uzbekistan, before October 1, 2019, a bill will be developed in the field of information dissemination, providing for the unification of the norms of the laws “On the openness of the activities of state authorities and management”, “On guarantees and freedom of access to information ”and“ On the principles and guarantees of freedom of information ”, as well as other regulatory acts relating to the dissemination of information.

Also, the State Statistics Committee and the Agency for Information and Mass Communications, together with the Ministry of Foreign Affairs of the Republic of Uzbekistan, will have to approve a Plan of Measures to ensure the participation of the Republic of Uzbekistan in the international ratings of the Global Open Data Index and the Open Data Barometer from 2020.
