President of Uzbekistan Shavkat Mirziyoyev signed decrees on new appointments in his Administration. This was reported by “Gazeta.uz” with the reference to the message of the press secretary of the head of state Sherzod Asadov.
New appointments
Saida Shavkatovna Mirziyoyeva was appointed assistant to the President. Since November last year, she has worked as the head of the Communications and Information Policy Sector of the Executive Office of the Presidential Administration. This sector was part of the structure of the system of the deputy head of the Komil Allamzhonov administration, responsible for the study of public opinion and information policy.
Saida Mirziyoyeva is a graduate of the University of World Economy and Diplomacy, Master of Tashkent State Law University and Lomonosov Moscow State University, Candidate of Economic Sciences.
In 2019-2020, she held the position of Deputy Director of the Information and Mass Communications Agency (headed by Komil Allamzhonov) under the Presidential Administration, then Deputy Chairman of the Board of Trustees of the National Mass Media Support and Development Fund (Komil Allamzhonov was also the head of the board).
Aziz Yuldashevich Magrupov was appointed assistant to the President. Since August 2018, he has worked as an assistant to the President — First Deputy head of the Presidential Administration. Prior to that, he was an adviser to the Minister of Foreign Affairs on trade and economic issues, an adviser on trade and economic issues at the Embassy of Uzbekistan in Of Russia.
Ravshan Ayubovich Gulyamov has been appointed Advisor to the President on Economic development. Prior to that, this position, which he held since July 2019, was called “adviser to the President on the development of economic sectors, the implementation of investment and foreign trade policy.”
Ravshan Gulyamov (born 1968) is a graduate of Tashkent State University (1992) and the Australian National University (1998). In 1992-2004 he worked at the Central Bank, from 2001 he was Deputy Chairman of the Central Bank. In 2004-2007 he held the position of First Deputy Chairman of the National Bank and Chairman of the Board of Asaka Bank. In 2007-2016, he worked as First Deputy Minister of Finance, Minister of Economy, Minister of Foreign Economic Relations, Investment and Trade and Executive Director of the Reconstruction and Development Fund.
From April 2017 to August 2018, he worked as Chairman of the State Competition Committee, after which he headed the Consolidated Information and Analytical Department for Macroeconomic Analysis and Forecasting, Financial and Banking System Reform, Private Entrepreneurship and Small Business Development of the Cabinet of Ministers. In 2019, he worked as the first Deputy Minister of Economy and Industry.
Alisher Saidabbasovich Sultanov has been appointed Advisor to the President on energy security issues. According to the report of “Gazeta.uz”, he was an adviser to the president on oil and gas, chemical and energy issues.
From February 2019 to April 2022, he worked as the Minister of Energy. He left this post in connection with the transition to another job for health reasons, the official message said.
Alisher Sultanov (born 1967) graduated from the Military Engineering Institute named after A. F. Mozhaisky (1989). He started working in the oil and gas industry in 1996. From 2002 to 2013, he headed the Shurtan Gas Chemical Complex. In 2013-2015, he worked as the head of the Main Department of Forecasting, Resources and Investment Programs of Uzbekneftegaz — First Deputy Chairman of the Management Board, in 2015-2018 — Chairman of the Management Board.
From 2017 to 2019, he held the position of Deputy Prime Minister – Head of the Complex for Geology, Fuel and Energy Complex, chemical, petrochemical and metallurgical industries.
Shukhrat Madaminovich Ganiev became an adviser to the President on agrarian development. This is a new position in the Presidential Administration. Since January of this year, he has worked as a deputy adviser to the President on the development of economic sectors, investments and the implementation of foreign trade policy.
Shukhrat Ganiev was born in 1968, graduated from Tashkent State Agrarian University (1992) and Tashkent Institute of Chemical Technology (2005). He began his career as a leading specialist of the Margilan base of the cooperative association of the Fergana region. In 2004-2007 he worked as Deputy Chairman of the Board of Uzkimesanoat, in 2007-2008 — Head of the Department of the Ministry of Agriculture. In 2008-2011, he was the first deputy khokim of the Fergana Region for agriculture and water management.
From 2011 to 2012, he served as the khokim of the Fergana region, in 2012 he was approved by the khokim. In September 2020, he was appointed Deputy Prime Minister for the development of the agricultural and food sectors.
Muzaffar Murotovich Kamilov has been appointed Advisor to the President on Religion and interethnic relations. Prior to that, the position was called “adviser to the President on issues of interaction with public and religious organizations.” He has held this post since February 2022.
Previously, he worked as First Deputy Chairman of the Committee on Religious Affairs under the Cabinet of Ministers and Rector of the International Islamic Academy of Uzbekistan.
Gofurjon Ganievich Mirzaev became an adviser to the President on personnel policy issues — Director of the Agency for the Development of Public Service under the President. Since November 2022, he has worked as an adviser to the President on civil service issues, dialogue with the population and coordination of the activities of local authorities.
He was born in 1964 in the Fergana region. In 1990 he graduated from the Tashkent Polytechnic Institute, and in 2000 – from the Tashkent State University of Economics (in absentia), in 2003 – from the Academy of State and Public Construction under the President.
Over the years, he worked at a grain combine in the Bagdad district of the Fergana region, rising to deputy chairman, was deputy khokim of this district for construction, industry, transport and communications. He headed the divisions of the grain company Uzdonmakhsulot, was chairman of the Fergana Association of Grain Producers, in 2003-2016 he worked in the presidential office.
From December 2016 to November 2022, he worked as the khokim of the Syrdarya region.
Donier Bakhtierovich Kadirov has been appointed advisor to the President on coordinating the activities of law enforcement and control bodies. Since January 2021, he has been a deputy adviser on these issues.
In 2019-2021, he worked as Deputy Minister of Internal Affairs for Security at tourism and Transport facilities. Prior to that, he was the head of the Main Department of Transport Security of the Ministry of Internal Affairs.
Komil Ismoilovich Allamjonov became the head of the Information Policy Department of the Presidential Administration. Since July 2022, he has worked as the deputy head of the AP, responsible for the study of public opinion and information policy.
Komil Allamjonov (born in 1984) is a graduate of the State Institute of Arts and Culture of Uzbekistan (2006) and Tashkent State University of Economics (2010).
In 2020-2022, he was Chairman of the Board of Trustees of the Public Fund for the Support and Development of National Mass Media.
Prior to that, since November 2018, he was the director of the Information and Mass Communications Agency under the Presidential Administration (formed in February 2019 on the basis of the Uzbek Press and Information Agency).
Previously, he worked as the press secretary of the President and at the same time deputy head of the Presidential Administration.
In 2009-2013 he worked as the head of the information service — press secretary of the Chairman of the State Tax Committee, in 2005-2009 – acting head of the information service of the State Tax Committee.
Odil Kalandarovich Abdurakhmanov was appointed head of the Department of Social Development of the AP. Since August 2022, he has been an adviser to the President on youth, science, education, health, culture and sports.
Odil Abdurakhmanov (born in 1978) is a Doctor of Economics. He was the rector of the Transport University. Before that (from April 2019) He was Deputy Adviser to the President on the development of science, education, health and sports. In 2018-2019, he worked as the First Deputy Minister of Higher and Secondary Special Education.
Over the years, he was the chief consultant in the Presidential Administration, and also headed the Republican Scientific Center for Employment, Labor Protection and Social Protection of the Population, the Republican Council for Higher Education.
Kakhramon Kuchkarovich Kuranbayev was appointed head of the Department of Youth Policy of the AP. Since December 2022, he has worked as the first deputy adviser on civil service issues, dialogue with the population and coordination of the activities of local authorities, and before that — the first deputy adviser on civil service issues and interaction with representative authorities.
Kakhramon Kuranbayev (born in 1970) graduated from Tashkent State Institute (1992), Academy of State and Public Construction under the President (2004). He worked as First Deputy Chairman of the central council of the Kamolot youth movement (1997-2008), Vice-rector for Spiritual and Educational Work of the National University (2009-2012), Vice-rector for Spiritual and Educational Issues of the Presidential Academy of Public Administration (2012-2013), head of the department in the Cabinet of Ministers (2015-2016), as well as Deputy State Adviser to the President for interaction with public and religious organizations (2017).
