ON ADDITIONAL MEASURES TO IMPROVE STANDARDIZATION ACTIVITIES

.

In order to ensure the implementation of the Law of the Republic of Uzbekistan “On standardization” and the Decree of the President of the Republic of Uzbekistan “On measures for effective organization of state management in the field of investment, industry and trade in the framework of administrative reforms” № DP-111 dated July 21, 2023, the Cabinet of Ministers decides:

1. The following should be noted:

(a) To designate the Institute of Standards of Uzbekistan of the Technical Regulation Agency of Uzbekistan under the Cabinet of Ministers as the legitimate national standardization body and to confer In accordance with the Law of the Republic of Uzbekistan “On Standardization” the following powers to the Institute of Standards of Uzbekistan of the Technical Regulation Agency of Uzbekistan under the Cabinet of Ministers:

to take decisions on approval and registration of national standards, their abolition, as well as making amendments and additions to them;

To form and introduce a unified information base of standards;

retrain personnel in the field of metrology and improve their qualifications in technical regulation, standardization, attestation, as well as organize systems of their professional development;

b) Decide, bring technical order and organize training courses on standardization, metrology, conformity assessment and introduction of the system of mandatory qualification assessment (attestation), including in the spheres of veterinary, quarantine and sanitation, given in the Decree of the President of the Republic of Uzbekistan “On measures for effective organization of state management in the field of investment, industry and trade in the framework of administrative reforms” No. UP 111 dated July 21, 2023.

2. Including the following:

a) To approve the Regulations on the procedure for the development, approval, registration, revocation and amendments and additions to national standards according to Annex 1 implying the following:

requirements for national standards;

structure of national standards

procedure for development and harmonization of national standards

procedure for examination of national standards

procedure for approval and registration of national standards;

procedure for making amendments and additions to national standards, as well as their abolition;

b) Introduce and disseminate provisions on the formation of a unified information base of standards in accordance with Annex 2, which provides for the following:

content of the unified information base of standards;

replenishment of the unified information base of standards;

maintenance of a unified information base of standards;

procedure for dissemination of standards in a unified information base of standards;

c) To form a standardization plan in accordance with the procedure according to Annex 3 of this provision, which provides for the following:

procedure for the formation of the standardization plan;

procedure for financing standardization;

d) To approve in accordance with Annex 4 of these Regulations on technical regulation, standardization, metrology, confirmation of conformity, as well as on professional development and certification of veterinary, quarantine and sanitary specialists, which provides for the following:

procedure for advanced training of specialists;

procedure for certification of specialists

procedure for reviewing the documents of applicants;

procedure for maintaining a unified register of advanced training and certification.

3. To establish a requirement in normative documents in the field of technical regulation in accordance with the Law of the Republic of Uzbekistan “On Technical Regulation” the right to use the conformity mark and the use of the conformity mark is granted to them in the conformity of the products of local manufacturers and importers, and should also take into account confirmation of payment to the body for certification.

4. To recognize as invalid certain decisions of the Government of the Republic of Uzbekistan according to Annex 5.

5. The Agency of Technical Regulation of Uzbekistan, interested ministries and departments within two months to harmonize normative-legal documents adopted by them with this decision.

6. Control and responsibility for the execution of this resolution shall be entrusted to the Director of Technical Regulation Agency under the Cabinet of Ministers of the Republic of Uzbekistan A.R. Dzhumanazarov.
