ON MEASURES FOR IMPLEMENTING A NATIONAL TRANSPARENCY SYSTEM DURING THE TRANSITION TO A GREEN ECONOMY IN THE REPUBLIC OF UZBEKISTAN

In order to accelerate the development of the “green” economy in the country, radically increase the level of transparency in this direction in accordance with advanced international standards, and the effective and timely implementation of tasks defined by the Decree of the President of the Republic of Uzbekistan dated December 2, 2022 No. PP-436 “On measures to increase the effectiveness of reforms aimed at transitioning the Republic of Uzbekistan to a “green” economy until 2030”:

1. To take into account that:

Article 13 of the Paris Agreement on Climate Change (the Paris Agreement) provides for an enhanced transparency framework to continually assess countries’ progress in reducing greenhouse gas emissions and combating climate change through mitigation and adaptation measures. ;

the Paris Agreement requires the results of monitoring and reporting on greenhouse gas emissions, and information on adaptation processes to climate change, to be made available to the public through a system of transparency;

Decree of the President of the Republic of Uzbekistan dated December 2, 2022 . DP-436 “On measures to increase the efficiency of reforms aimed at transitioning the Republic of Uzbekistan to a green economy until 2030” determined the creation and development of a transparency system for monitoring, reporting and verification of greenhouse gas emissions (hereinafter referred to as the MRV system) on a national scale;

To the Ministry of Economy and Finance, together with the Ministry of Ecology, Environmental Protection and Climate Change (hereinafter referred to as the Ministry of Ecology), and other interested ministries and departments, based on advanced international standards and foreign experience, to develop a Concept for the introduction of a national transparency system during the transition to a “green” economy in Republic of Uzbekistan.

2. The Cabinet of Ministers, within a week, to approve the Concept for the implementation of a national transparency system during the transition to a “green” economy in the Republic of Uzbekistan.

3. To establish a procedure according to which, within the framework of the national transparency system during the transition to a “green” economy in the Republic of Uzbekistan (hereinafter referred to as the National Transparency System):

a) The Ministry of Economy and Finance is determined by the national body of the National Transparency System and carries out the following tasks:

effective organization and coordination, together with the Ministry of Environment, of the activities of the Ministry of Energy, the Ministry of Agriculture and the Ministry of Investment, Industry and Trade (hereinafter referred to as sectorial coordinators);

defining every 5 years starting from 2025 national commitments to reduce the consequences of climate change based on economic and social impact assessments under the Paris Agreement;

exercising control over the completeness, reliability and quality of information presented in accordance with the requirements of the MRV system;

coordination and regulation of greenhouse gas emissions reduction in economic sectors, including industry;

development, implementation and maintenance of the MRV system, including the development and implementation of an online platform for supporting the reporting elements of the MRV system;

implementation of a national registry for reducing greenhouse gas emissions, coordinating the implementation of reduced greenhouse gases at the national and international levels, ensuring the fulfillment of international obligations, taking into account primarily national interests;

b) The Ministry of Environment carries out the following tasks:

preparation, together with the Ministry of Economy and Finance, of the National Report on Greenhouse Gas Inventory under the United Nations Framework Convention on Climate Change, integration of the approved report with the National Communication on Climate Change and biennial transparency reports;

preparation in accordance with national needs, capabilities and procedures and submission of official reports to the Secretariat of the United Nations Framework Convention on Climate Change in agreement with the Ministry of Economy and Finance;

management and protection of protected natural areas, expansion of the forest fund, collection and processing of information on the absorption of greenhouse gases by factors of creation and restoration of tree plantations;

c) sectoral coordinators, together with the Ministry of Ecology, the Ministry of Economy and Finance, as well as other ministries, departments and organizations, carry out the following tasks:

participation in the collection, processing, ensuring transparency and integration of information on greenhouse gases for the industry with other information, as well as in the preparation of an inventory report;

conducting an inventory of greenhouse gas emissions in the industry, submitting information collected and processed based on the inventory results to the National Authority, as well as ensuring periodic posting of this information on the Green Economy online platform.

4. Assign to the Interdepartmental Council for Coordination of Measures for the Transition to a Green Economy in the Republic of Uzbekistan (D. Kuchkarov) the following additional tasks for the inventory of greenhouse gases:

approval inventory report of the greenhouse gas;

approval and regular updating of internal rules of the inventory system;

coordination of activities to reduce greenhouse gas emissions;

taking measures to increase the capacity of participants in the inventory system.

5. To the Ministry of Economy and Finance, together with the Ministry of Environment, as well as interested ministries and departments, ensure:

a) by December 1, 2024, launch the online platform of the National Transparency System (hereinafter referred to as the online platform) and its integration with the Green Economy online platform;

b) to conduct an inventory of greenhouse gas emissions in certain industries, regions and enterprises on an experimental basis until January 1, 2025.

At the same time, the functioning of the online platform is coordinated by the Center for Green Economy Projects under the Ministry of Economy and Finance;

c) within three months to submit to the Cabinet of Ministers after the launch of the online platform a draft legal and regulatory act on the implementation of the MRV system, providing for:

maintaining a list of mutual cross-checks and checks to determine the quality of calculations of greenhouse gas emissions;

development of regional approaches to reduction and inventory of greenhouse gas emissions, in particular, determination of target indicators and forecasts of calculation and reduction of greenhouse gas emissions by regions of the republic;

introduction of systems for independent verification of inventory results, including the use of satellite observations, when calculating methane emissions in energy industry organizations.

6. To the Ministry of Ecology and the Agency of Hydrometeorological Service:

within two months, submit to the Ministry of Economy and Finance detailed information on greenhouse gas emissions from 1990 to 2023 in order to ensure the effective launch of the online platform;

within three months, together with the Ministry of Economy and Finance, ensure that detailed information on greenhouse gas emissions is posted on the online platform.

7. To the Ministry of Ecology, together with the Ministry of Economy and Finance and the Ministry of Energy, within three months, to develop and to approve methodological manuals (guidelines) for determining the volume of greenhouse gas emissions indirectly generated from energy resources, as well as calculating the volume of greenhouse gas emissions by business entities.

8. The text of the composition of the Interdepartmental Council on coordination of measures on transition to a “green” economy in the Republic of Uzbekistan, approved by the decree of the President of the Republic of Uzbekistan from December 2, 2022 № RP-436, to make according to the appendix.

Assign to Deputy Prime Minister D.A. Kuchkarov and Minister of Ecology, Environmental Protection and Climate Change A.A. Abdukhakimov personal responsibility for the effective organization of the execution of this Resolution.

The discussion on the implementation of this resolution and coordination and monitoring of the activities of organizations involved in its implementation should be entrusted to Prime Minister of the Republic of Uzbekistan, A.N. Aripov.
