List of benefits for entrepreneurs announced by the President

Speech by the President of the Republic of Uzbekistan Shavkat Mirziyoyev at a meeting with entrepreneurs of the country in the format of an open dialogue.

Undoubtedly, we have every reason to say that in recent years you have become the mainstay and locomotive of our economy and ongoing reforms.

In you, entrepreneurs, business people – our compatriots, we see the creators of New Uzbekistan.

Many entrepreneurs are worried about the further fate of the land plots on which their facilities are located. The land areas currently occupied by these enterprises by the right of ownership, use or lease will be registered in ownership. That is, no one else will be able to buy this land plot, only its owner will have the right to privatization. At the same time, the site will be privatized by the enterprise on favorable terms, depending on its type and location.

After that, entrepreneurs will be able to use the land as a highly liquid asset and collateral.

Further, before putting up new land plots for auction, it is necessary to draw up a specific development plan for each region.

Studying the experience of many developed countries, we have become witnesses of the fact that in no country is unscheduled provision of land plots allowed. A specific area is pre-selected and its “master plan” is developed.

It will be clearly defined where the house will be, where the school will be, where the production will be, and a plan for creating the infrastructure will be drawn up. Only after that land plots are put up for auction with a specific project.

Therefore, the khokims of the regions, together with the cadastral and architectural departments, should organize the work based on this experience, determine the specific territory, approve the plan, and then put the land up for auction.

Also, in each region, special funds are created, and the proceeds from the sale of land plots remain completely at the disposal of districts and cities and are directed to the creation and development of infrastructure for entrepreneurs.

Many entrepreneurs objected to the requirement of national certification for the import of certified equipment and raw materials from countries with high quality and control systems (European Union countries, USA, Japan, South Korea). For example, to obtain a certificate for equipment and raw materials, 2-3 million soums are required, a period of 5-10 days.

Within a month, a list of such states will be formed, a draft resolution has been developed to end the practice of obtaining a national certificate for equipment and raw materials that already have certificates of these states.

Starting next year, all permits for starting a business will be issued “online”. By the end of this year, the number of licenses or permits will be reduced by at least another 30 percent.

From November 1, restrictions on the use of modern induction furnaces that fully meet all technical requirements are lifted. At the same time, special attention will be paid to such issues as ensuring the quality of products, full compliance of production with the requirements of the Unified Standard and safety.

Any inspections, monitoring and control activities carried out in the activities of entrepreneurs must ensure compliance with the criteria of fairness and the rule of law. To this end, the Chamber of Commerce and Industry, with the consent of the entrepreneur, is authorized to participate in all inspections and establish effective public control.

Starting this year, the book “Leading Entrepreneurs of the Year” will be published annually about business representatives who will serve as an example for all of us in creating jobs, introducing innovations, paying taxes on time, exporting, and training highly qualified specialists. We will also institute government awards to honor and reward such entrepreneurs. From now on, entrepreneurs will have their own orders and medals.

August 20 in our country is declared the “Day of the Entrepreneur”.

I repeat again: we will always support selfless and proactive entrepreneurs, loyal to the Motherland, who know their business, who create decent working conditions for our people and earn income.

This is precisely the requirement of the President, the essence and meaning of the reforms we are implementing.

If we all work in accordance with this requirement, then, undoubtedly, we will be able to bring entrepreneurship in the country to a qualitatively new, higher level.

Where a favorable environment has been formed, where the leaders of the regions and industries correctly understand the requirements of the President, the methods of work and the attitude towards entrepreneurs have also changed. At the same time, our people themselves will assess the activities of leaders who do not live by the concerns of entrepreneurs, do not help and do not delve into their problems. There is no place for them in our ranks, so it will be in the future.

Additional opportunities will be created to increase the capitalization of banks. To do this, next year, banks from the Fund for Reconstruction and Development will be allocated an additional 600 million dollars.  on market conditions

These funds will be placed on a competitive basis in both state and private banks. They will be received by banks that present the best business plan, projects with the greatest impact and the number of jobs created.
