Procedure for maintaining the rating of securities issuers was established

The Ministry of Justice has registered a departmental regulatory act establishing the procedure for maintaining the rating of securities issuers (Registration No. 3941, September 17, 2026), the press service of the Ministry reports.

The document was developed in accordance with Presidential Decree No. UP–254 of December 18, 2025, and establishes the procedure for maintaining the rating of securities issuers, as well as applying relevant enforcement measures based on the rating.

The issuer rating is maintained by the National Agency of Perspective Projects (the Agency) on a quarterly basis and published publicly on the Unified Corporate Information Portal (openinfo.uz).

The rating results are published during the first ten days of the second month following the reporting quarter, and issuers are notified through their personal accounts.

The issuer rating is determined based on the total number of points awarded according to seven criteria.

Depending on the total number of points earned, an issuer is assigned to one of the following categories:

  • Category “A”;
  • Category “B”;
  • Category “C”;
  • Category “D”.

Depending on these categories, enforcement measures may be applied to issuers for a period of three months.

The adoption of the Regulation on the Procedure for Maintaining the Rating of Securities Issuers is aimed at increasing the transparency of issuers’ activities and protecting shareholders’ rights in the securities market.

The Regulation will enter into force three months after its official publication.
