Women’s entrepreneurial projects will receive financial support

The Presidential Decree ‘‘On Additional Measures to Support Women’’ (No. UP-240 dated December 3, 2025) was adopted, the press service of the Ministry of Justice reports.

According to the report of the Ministry, pursuant to the Decree, the following additional instruments aimed at providing financial support for women’s entrepreneurial projects will be introduced beginning January 1, 2026, as part of the HAMROH Women’s Entrepreneurship Support Program (Program):

  • Commercial banks will provide loans of up to 25 BCVs, at a rate 10 percentage points above the Central Bank’s base rate, to small and medium-sized businesses whose founders constitute 50 percent or more and/or whose managers are women, for projects that create at least 10 jobs;
  • The National Business Guarantee Company JSC will provide a guarantee (surety) for up to 70 percent of commercial bank loans.

As part of the Program:

  • The Reconstruction and Development Fund allocates funds stipulated in the Decree to JSC ‘‘Company for Entrepreneurship Development’’ for a period of 7 years, including a three-year grace period, at the Central Bank’s prime rate;
  • To finance loans, the Company places funds in commercial banks for a period not exceeding 7 years, including a three-year grace period, at a rate 4 percentage points above the Central Bank’s prime rate.
