The process of allocating land plots for large investment projects in agriculture will be simplified

The Presidential Decree “On Further Measures Aimed at Ensuring the Independence of Agricultural Producers in Land Use” (No. UP-68 of April 24, 2026) has been adopted, the press service of the Ministry of Justice reports.

According to the Decree, entities that leased land for cotton and grain production, upon voluntarily relinquishing their lease rights for 50 percent of the total area, will be granted the rights and obligations of the new system, as well as a new lease right for the remaining land for a period of 49 years. The following requirements will be imposed on them:

  • No outstanding taxes or loans received from commercial banks for agricultural production;
  • The lease right for the land must not be pledged to commercial banks as collateral.

Land plots for the implementation of a major investment project worth at least $10 million equivalent, determined through a selection process for the best offer:

  • will be directly leased to domestic investors for a period of 49 years, and to the Directorate for Maintenance of Leased Agricultural Lands for a period of 25 years, in accordance with the procedure established by the Cabinet of Ministers (in the Republic of Karakalpakstan, also by the Council of Ministers until December 31, 2027).

Starting in 2027, a procedure will be introduced for cultivating rice exclusively using seedlings in laser-leveled areas, as well as using modern seeders, completely eliminating the traditional method (broadcasting).
